file deletion sharing violation

I downloaded a self extracting bios update file and realized it was wrong one
and can't delete the file. I get source or destination file is use cannot
delete. It's just a self-extracting bios file, it's not being used, I haven't
tried to extract it because right after I downloaded it I realized it was
wrong one. Why can't I delete it? I tried rebooting, starting up in safe mode
but still can't delete the file.

I got copylock and it deleted the file for me I guess. It said 1 file
replaced but I can't find it in the folder it was in. so I guess it worked.
