File Association for BMP not working when using ShellExecute

I'm having a problem that only occurs on XPE. This problem doesn't
occur on Win2k or WXP Pro.

When I attempt to launch a bmp from my application using ShellExecute,
nothing happens. It is as tho there is nothing associated with BMPs.
However, if i change the association of BMP from mspaint to IE, it
works fine. Also, all my other file associations are working correctly
from withing my application. I have tried "re-setting" the file
association by changing it to IE and then back to mspaint but that
didn't work.

Does anyone have an idea of what i might try?
