Fax dial out not using MCI calling card "location"

We're running W/XP and are trying to use the Windows Fax
facility.

We defined a dial location and specified using an MCI
calling card setup, and filled in our account number and
pin.

When we fax to a long distance number, it tries to dial 1
and the 10 digit number or just the 10 digit number. It's
not using the MCI calling card, nor the data we submitted
there.

Any help would be appreciated.
