the button for Favorites is missing from my Outlook 2003 Tool bar on the top
row. I have File Edit View Tools Etc., but Favorites is missing. How do I
get it back?

Right-click a toolbar and choose Customize. Go to the Commands tab, click
Menu Bar in the list on the left, and you'll see Favorites in the list on
the right. Drag Favorites up to the actual Menu Bar and drop it where you
want it. Finally, close the Customize dialog by clicking the Close button.

I've tried dragging the "favorites" from the list on the left. The list on the rightt has "Add to Favorites..." and "Organize Favorites..." however you cannot drag the "Favorites" to the Standard tool bar. Is this actually the case or am I missing something?

You have to click Menu Bar in the list on the left, not Favorites. When
Menu Bar is selected, you should see Favorites as one of the choices on the
right.
