Fatal Error during Windows XP upgrade

The error message I am getting is:

Fatal Error: Setup cannot create a temporary folder.
Setup cannot continue.

[ERROR=3]

This is what i found in the log file for the upgrade. I
haven't been able to find anything online about this
error message, hopefully someone has run across this
before. I am trying to upgrade a Windows 98 computer to
XP. I was able to upgrade it to ME, but I still get the
same error when trying to upgrade to XP.

If you don't care about the installation already on the
computer....
Start Windows XP setup from the disc.
Delete all installations and partitions on the hard drive.
** YOU WILL LOSE ALL EXISTING DATA ON THE COMPUTER **
Press F3 to quit and restart. (this will prevent BOOT.INI
from poiting to invalid installations)
Restart Windows XP setup
Press ENTER to install a new copy of Windows XP.
Supply the Windows 98 install disc when prompted and then
reinsert the Windows XP install disc and finish setup normall.
Please make sure you have at least 192 MB of RAM to run
Windows XP!

256 mb of ram minimum. you've got to run antivirus too.
