Fan not working! Please help!

I recently moved into a new place and discovered that my computer
doesn't work. It worked fine before the move, but now when I turn it
on, my monitor doesn't get a signal from the PC. I restarted a few
times and finally got a signal on one attempt. When it turned on, it
gave me a plain black screen and read only "BIOS ROM Checksum error."
So I thought okay, this is a problem with my motherboard (ASUS A7N8X-E
Deluxe). Maybe I need a new BIOS chip. Well, I tried a couple more
restarts, but couldn't get anything to appear on the screen after that
one attempt, so still no signal from the PC to the monitor.

I looked at my video card (ATI Radeon 9800 128bit DDR) and the fan
wasn't spinning (probably due to the layer of dust). I cleaned out the
dust with an air duster, put the card back in, but the fan still
doesn't spin. The 4-pin power connector is connected to the Power
Supply and everything.

I figure
1) I have a problem with my MoBo, but can't fix it until I fix my video
card because I can't see anything on the screen
2) My video card either doesn't work at all and needs to be replaced or
given warranty service
3) or there's a problem with the connection to my power supply.

I don't think it's (3) since my other devices are powering up just
fine, but I'm not sure how PS's work entirely. I can't tell if my
video card is fried, because I think I would still get some signal to
the monitor, even if the fan didn't work, but I'm not sure. Does
anybody know what the problem could be or how I can diagnose this?

Have you tried removing the video card and reinstalling it to make sure
that the move didn't knock it loose?

Did you check for inflated capacitors on the motherboard?

Yeah I double checked that both the 4-pin power connector as well as
the actual card were installed properly, so as far as I can tell all
the connections are there, unless it's something with the board or the
wires.

Yeah I did. When my previous motherboard went bad, the capacitors
looked inflated, so I figured that was a sure sign and looked for that
first on this current motherboard. The capacitors, however aren't
completely smooth on top, that is, they have cross hatches across the
top surface (something like this photo taken from seanadams.com
[http://www.seanadams.com/deadairport/small_blown_caps.jpeg]). My
capacitors, however, aren't quite as inflated as the one shown, that is
they are still held down along those hatches, yet they still seem a
little inflated in the smaller areas. Not sure if that's a good
description, but regardless, would this necessarily affect my video
signal and my non-functioning fan?
