Are you reading this correctly? It says a second and third license for $50
to $99 each, not $20 off from $399 each.

For all I know there may be legal restrictions of some sort or arrangements
for the program are not completed for other regions or the program may just
be a pilot at this point. I can't see any financial reasons for its
limitation to NA right now, but isn't it common for new programs to start
out this way? Certainly MS has to complete arrangements with Partners who
will be the ones customers actually pay, just like the other parts of the
Anytime Upgrade program requires. Who knows?
