Failure to access local machine uisng IP Security Monitor

I opened an mmc on my computer while logged in using my domain login which is
a member of the local administrator group.. I added the IP Security Policies
on Local Computer and the IP Security Monitor. I then successfully imported
a new IP Sec Policy and can Assign/Unassign it to my computer.

When I click on IP Security Monitor I see my computer listed but when I
click on the computer icon to review the new policy I get "The following
error occurred while contacting the server (My Computer Name): Access is
denied."

The security event log has the following entry:

Event Category: Logon/Logoff

Its a rights issue... but how do I determine where it is set and how to
modify accordingly to correct?

The error you see typically means that you do not have the access this
computer from the network user right on the computer where that logon
failure was recorded. You can open Local Security Policy on that computer to
view the user rights [local policies/user rights] for access this computer
from the network and deny access this computer from the network keeping in
mind that "deny" user rights takes precedence over an companion "allow" user
right.
