FAILED TO OPEN GPO!

Hello,
I have an Windows 2000 domain with 2 DC - one is Windows 2000 Server
(with SP3) and the other Windows Server 2003 (added after in domain).
When I try to open "domain controller security policy or domain security
policy" - on both DC I receive the error in the subject: Failed to open GPO.
You may not have the appropiate rights and The specified domain either does
not exists or could not be contacted".
On both DC - SYSVOL looks good (sharing is ok), there are not any DNS errors
(so far), netdiag does not report any error, gpotool report "Policies ok" -
any idea?

Also you can get this type of issue if you are having DNS or time
synchronization problems.

Thx a lot - this was the problem (from I don't know reason - the PDC role
wasn't assign properly and know after forced reassigned everything works
fine).
