A Primary Domain Controller could not be located.
The server holding the PDC role is down.

Is it true? (You generally should know which is your PDC Emulator.
It was your VERY FIRST DC in [each] Domain.)

Unless you moved the Role, it is still on the VERY FIRST DC of the Domain,
but you can look using NTDSUtil or AD Users/Computers (right click on
domain.)

If it is truly down, then you should bring it back online and perhaps
transfer the
role (and other roles) to a more reliable server.

If it is LOST, you you will need to SEIZE the role (NTDSUtil) to another DC.

NOTE: Do NOT "seize" a role if the role holder will EVER be returned to the
net as a DC.
