External USB Hard Disk

My external USB hard disk is often not seen at start-up, in order for it to
be seen I have to disconnect and then re-connect it after start-up. Also,
some times, having an external USB hard disk connected causes the computer to
freeze during start-up. My machine is a Dell Optiplex SX260 and I have all
the latest drivers etc installed.

Is there sufficient power for the disk? How is the HD powered?
