export & import AD usernames & password

I have a DC at my office on production. I need to install the same replica at my DR centre. So i thought of installation W2K DC with the same domain name. my problem is to get the users across. How to export & import the users. I tried ldifde but it gave me an error asd below.

The server side error is "Access to the attribute is not permitted because the a
ttribute is owned by the Security Accounts Manager (SAM)."

An error has occurred in the program

How to I overcome the SAM security so i can import the users with password remaining intact
