explorer takes up 99% of cpu

computer runs really slowly sometimes, whenever i open folders from the
desktop they end up "not responding" i go to the task manager and see that
explorer takes up anywhere between 96% & 99% of the cpu causing it to run at
a full 100% and slowly my computer down to shit. i cant even play my CDs
without having to reboot and ive done it a ton of times, i ran webroot,
spybot, and adaware and the results came back negative, ive done all three in
safe mode as well, and i ran avast antivirus in both modes and didnt see any
viruses WHAT THE HELL IS WRONG.

Install WinXP SP2 and make sure that there is no malware (viruses,
worms, trojans, spyware, Norton/Symantec software) installed.
