Explorer Style common dialog hangs

Quite often when I use the Explorer style command dialog to Save as, the
dialog hangs when I attempt to navigate using the up arrow icon to navigate
to a different directory. For example, if I try and do a File->Save As from
Word, and navigate using the up arrow icon to navigate, the dialog appears to
hang for about 30 to 45 seconds. This seems to be system independent since I
can reproduce it on several systems.

Since I interact with several networks could it be some kind of network
scanning issue?
