explorer.exe not responding at login

I recently had to perform a hard powerdown and reboot of my Dell Dimension
8200. I'm running XP Home SP2. After the reboot I could not log in to any
user accounts. It appears that explorer.exe is "not responding". All I get
is the background screen but no taskbar or icons. I've tried to resolve the
problem in safe mode, have run disk scans, and followed instructions from the
Microsoft support site with no resolution. Most of the services seem to be
running fine. I can bring up applications via the task manager, at least
those applications that do not have hooks into explorer.

The system had been running fine prior to this mishap. I had the latest
Norton Antivirus 2006 installed and everything was clean from the last scan.

Question 1: Any suggestions as to how I can diagnose this problem?

Question 2: Is there a chance that a Repair Reinstall will fix the problem,
or will I need to do a full install?

Forget Repair Install for now.

Please check Event Viewer for Warning / Error Reports in the System
and Application logs for the last boot and post copies.

You can access Event Viewer by selecting Start, Administrative Tools, and
Event Viewer. When researching the meaning of the error, information
regarding Event ID, Source and Description are important.

Part of the Description of the error will include a link, which you should
double click for further information. You can copy using copy and paste.
Often the link will, however, say there is no further information.

A tip for posting copies of Error Reports! Run Event Viewer and double click
on the error you want to copy. In the window, which appears is a button
resembling two pages. Double click the button and close Event Viewer. Now
start your message (email) and do a paste into the body of the message. This
will paste the info from the Event Viewer Error Report complete with links
into the message. Make sure this is the first paste after exiting from Event
Viewer.

There were no errors or warnings in the app log.

In the system log I found around boot time I found:

The support center had no additional information.

When I seach for that CLSID in the registry I get a reference to WIA Device
Manager.
