Explorer.exe High CPU

Having problems when launching Control.exe, My computer, etc.. As soon as these processes are launched the Explorer.exe process is pegged at 100%. I am able to launch applications such as IE and Outlook. I have run both Ad-aware and Spy-bot, also have run anti-virus with latest defs. Any other suggestions????? (problem started on Friday 2/13, did not install any programs, However did accidently accept a pop up which installed an additional IE toolbar.) I have since removed it and still no luck.

ADDING TOO: I have experienced the exact same symptoms,
also anytime I try to open My Networking. I have ran
SiSoft, BugCheck, etc. The system responds normally when
in SAFE MODE. Searched Knowledge Base????
