Explorer.EXE error

Whenever I enter the Control Panel and click on any aprticular Icon, I receive an error that Windows Explorer has encountered a problem and needs to close. How can I fix this? please advise. Thanks.

Boot in safe mode (F8) go to Control Panel > Internet Options >
Advanced options tab and disable 'third-party browser extensions.'

Also perform a malware scan using ad-aware and spybot (both free).
Update them before the scan:
Ad-aware
http://www.lavasoftusa.com/support/download/

Spybot S&D
http://www.safer-networking.org/index.php?lang=en&page=download

If these don't correct the problem, then get yourself a copy of

BHODemon, available at
http://www.definitivesolutions.com/bhodemon.htm .

It does not need installing - simply unzip and run the EXE program.
It is easy to use. Upon the next boot, it will find foreign DLL files,
and give you the ability to disable them.
