explorer.exe constantly using 70-80% of CPU

The system program explorer.exe begins using 70-80% of the cpu as shown in
task manager, shortly after booting up the computer, while the computer is
idle. It allows other programs to run fine, but as soon as they are complete
it goes back to running 70-80% again! How can I fix this? This does not
happen on my other computers.

Is your computer 100% virus and malware-free? If you think so, what did
you use to determine this? Please include the name and version of your
antivirus program.

My PC appears to be virus and malware free. for anti-virus I use Fix-It
Utilities with latest version & virus updates. I just noticed that when i
started Windows Messenger, the cpu usage in explorer.exe shot up.

explorer.exe is set to normal (not high); if i move it to below normal, it
still uses same amt of cpu.
