Expired TS Licenses not being released back into the License Pool

Windows 2K server - SP3, with 75 TS CALs. Have about
15 'Windows 2000 Terminal Services Client Access License'
licenses which have expired dates (older than 90 days)that
have not been released back into the license pool. Clients
trying to connect with temporary licenses are now not able
to grab a permanent license. Clients are receiving the
error 'Your terminal services temporary client license
will expire in 13 days.' Why aren't the licenses being
released back into the pool?

Terminal Services licenses that are issued to clients of
the Win 95, Win 98 or Win ME nature are never released
back into the pool. The was a fix with SP4, but is still
a little flaky in my opinion. You have to call Microsoft
Clearing House to reclaim these licenses.

The TS Licensing Enhancement, which implemented an expiration date
and automatic re-issuance of expired licenses was introduced in a
post-SP2 hotfix and implemented in SP3. It works regardless of the
OS on the client.

BUT: it doesn't work retro-active, which means that it works only
for TS CALs that were installed on the LS *after* SP3.

You might still have to phone the Clearinghouse to fix this
problem, but the client OS has nothing to do with it.
