Experience with either Victoria 3.4 or 3.51?

Found and DLed Victoria 3.4 Was able to make a usable Floppy and it
worked on an old PC.

Only prob I have is could not find even basic English Directions.

Hopefully someone else has tried either ver 3.4 or newer ver 3.51 and
so can give some basic instructions.
