Exchange / Outlook 2003 How to lock the position of text and emailswithin an email?

We run Exchange and Outlook 2003 on a Windows 2003 domain. One of our
users wants to create an email mailshot for 'prestige' persons, and
therefore wants to lock the formatting. She has noticed that with most
emails, the position of the text and graphics will modify according to
how big the email window is, or if it is in the preview pane e.g. say
there there is a graphic at the top and a large amount of text below
it, if you have the email open in a small Window it will try and
automatically reduce the amount of words per line, so you don't see
half a sentence (the rest of the sentence will wrap itself on to the
next line if the small window does not allow to appear until the end
of the line space available). This user thinks it will be more
professional looking if the text and graphics do not try and
accomodate to the size of the email window / preview pane, and remains
fixed (with the users having to use the scroll bar to follow the text
to the end of sentences). Does anyone know how to do this?

You can use a table and set the size of the column to a certain amount of
pixels.
