Exception Error using IE

I randomly get the following error when opening pages in
IE, and my pages seem to freeze up. Can anyone tell me
what this error means and how I can fix it. Thank you.

Error message is:

An exception occurred while trying to
run ""C:\WINDOWS\system32\msg121.cpy.dll", UMonitor"
