Excel Send To Email Recp

I have Excel and Outlook 2003. I had a WB that I made some changes to
and then did a File, Send To, Mail Recipient (as Attachment) and filled
everything
out and clicked Send. I did not have Outlook running at the time. The
Recipient
said he never got it. I opened Outlook and didn't see it in the Sent Folder
at first
but then it appeared there in a minute and the recipient then got it. We
work
through Exchange Server 2003.

Question: Does Outlook have to be running on the PC you send Excel data
from?

I believe that's true. I always have Outlook open when I do that, so it's
not an issue.
