Excel file not shared after sharing

I have an Excel file that has certain cells protected and when I share it I
get message "This file is not shared" eben though I have shred it.

I have a related problem that started on March 10, the morning after
installing the latest Windows Updates:

When I go to enable Tracked Changes on the Review ribbon, Excel gives me an
error when it tries to set the file to shared mode: "Operation cannot be
completed. Try again later."

I get this error only on files on the network, not on local files, and I get
the same error if I use Share Workbook on the Review ribbon.

Details:
- Excel 2007 SP2
- Occurs on both Windows XP Pro SP3 and Windows 7 Enterprise
- The server is Windows Server 2003 R2 SP2.
- The above error occurs with .xlsx files; I get a different error with .xls
files.
- I have determined that it is the KB978382 update that causes the problem.
- Shared workbooks and Tracked Changes work OK if they are turned on when
the file is local, then the file is copied to the network. The problem
returns if the sharing/change tracking is turned off and then the file is
closed, but as long as the file is shared when it is closed, it remains OK.
