Excel can't open some spreadsheets sometimes (so very very odd)

I have a user who upon powering up their lap top here at work when it
is in the docking station can't open some Excel spreadsheets. He's
using Excel 2007, he's running XP on a new Dell laptop with 2GB of
RAM. Everything is up to date.

Some XLSX files that should be prompting him for a password are
spitting out an error that wasn't passed along to me but says
something along the lines of "this doesn't appear to be a document
Excel recognizes"

Some XLS files that aren't protected Excel says that the file despite
its extension is not an Excel spreadsheet and asks if you would like
to import it and it starts the import wizard. The text at this point
is all garbled with a whole gambit of random ACSCII characters.

If you reboot the PC everything is fine and will stay fine. The XLSX
files when opened prompt for a password as expected. The XLS files
open with no problem. I can't vouch for the XLSX files but the XLS
files are small; maybe one or two tabs and barely populated.

We've made backup copies of the files and made more copies on the PCs
desktop as opposed to the server where the above mentioned files are
being stored. When the problem is in effect it doesn't matter what
copy of the spreadsheets we attempt to open regardless of location it
can't open the spreadsheets.

Additional info:
- The user uses a special key fob to lock and unlock his laptop.
- The users My Documents is encrypted.
- My Documents is synced with the server.
- Some spreadsheets regardless of Excel 2007 or earlier open with no
problem even when the problem is occurring.
- This problem has happened since he received the laptop which was
about a month and a half ago.
- I did a dump of the list of processes running (PSLIST) when the PC
is fine and when it is having problems and didn't see anything out of
the ordinary.

What we haven't tried is...
- Copying and pasting the contents of the spreadsheets into a new
spreadsheet and saving it.
- We haven't tried to recreate this problem outside of the office but
that will be done today.
- We haven't given the user a new profile.

Any ideas? This is an odd one.

I forgot to add that everything is patched and up to date. Office and
XP.
