Excel Excel 207 missing msvcr80.dll

I recently installed Office 2007 on a new Vista computer. Everything seemed to work fine until I added a 2nd user to the computer. When the second user attempts to go into Excel they get a message that msvcr80.dll cannnot be found. All other modules of Office work fine except excel. I have tired to reinstall as the message indicates to no avail. Does anyone have any ideas.
