Excel Excel 2003 - Mandatory Cell

I have an excel sheet, reps fill in sales in formation. I'm trying to creat VBA code, for the following: If D3, is filled then coordinating E3, I3, O3, P3, U3 must be filled. So if D is filled then so forth.
Also P3 must be in date format 03/03/08.

Does anyone know how?
