Event Viewer System Properties Administrative Tools Doesnt Work

All,

I have w2k as file server.
Since 2 days ago I cannot get access to event viewer, services or
anything for that matter in administrative tools
I right click My Computer and select properties and it is missing the
Nework Identification tab.

Only way I can see it now is by going to another computer and do
connect to another computer and select the pc i want to check on.

I had experienced this on a W2K+SQL2000 Server that was moved from one
domain/network to a different one with different topolgy and routers.

At times, there was no way to show console, event viewers, cmd shells,
any mmc: they apparently were opened but never visualized on screen on
the server - only remotely and for short periods, then the server
became unresponsive.

I've never known for sure what caused this, but I remember it
diseppeared after taking these steps

1) change of network board NIC
2) IP from DHCP
3) all security and SQL patches/updates done

Problem fixed: I was missing a .dll
