Estimated character count?

When I open a word document (Using office 2003) I see in the status bar that
Word counts "[x-amount] characters (estimated)". I was wondering how Word was
doing that? I've opened the same document twice without changing anything and
both times the estimated character count was different. And does this
estimation include or exclude spaces?

It reads the information from the stats stored in the document properties.
File > Properties > Statistics
