Errors with Hyperlinks to Bookmarks

I created bookmarks in a doc and then on the first page created
hyperlinks to those bookmarks,

When I click I get the error;

This operation has been cancelled due to restrictions in effect on your
computer. Please contact your administrator. Any ideas on what is going
on? I tried different Target Frame types to no avail. Just in case it
had anything to do with internet connection I logged on. Nada.

Any help appreciated.
