Errors after upgrade to Outlook 2003

After an upgrade from Outlook 2000 to Outlook 2003 we have had several
errors and issues with a custom form using the Flag Status control.
1) Originally Outlook 2003 users we were getting a "Could not install
the custom actions" information dialog when they opened the form. When the
users clicked OK everything appeared to work find execpt the functionality
of the Flag Status control. The users could choose any of the Outlook 2000
status' and the status would be saved, but in the inbox list view, the flag
status would not change from its original state. Republishing the form
using Outlook 2003 solved the "Could not install the custom actions" issue
but the inoperability of the Flag Status remains. The form works fine for
Outlook 2000 users.

2) In an attempt to correct the Flag Status issue, I attempted to delete
the Outlook 2000 Flag Status control and replace it with the Outlook 2003
Flag Status control. Now when I try to publish the form from Outlook 2003 I
am getting a "One or more controls are not properly licensed." error. I
even get the error if I delete the Flag Status control and attempt to
publish it without the new 2003 Flag Status control.

The issues and errors go away if I start from scratch using a Outlook 2003
template with the Flag Status control rather than the existing 2000 custom
form but I don't want to redesign the entire form if I don't have to.

I attempted to search the Knowledge base but the only article that appeared
relevent referred to a specific case using Outlook 2000

.. Any help or information on this would be gratefully appreciated.

1) By flag status, do you mean the text associated with the flag? Was this
on a message or contact form?

2) What steps did you follow?

1) There is an outlook control (it functions like a drop
down box) named "Flag Status" which controls the flag
icons in the inbox list that you can use for Follow up,
Read, etc. In Outlook 2000 when you change the status of
this flag, the flag icon in the inbox list functions
fine. However after upgrading to Outlook 2003, the inbox
list flag icon for that message will not change no matter
what choice you select from the drop down list in the
control. I used a Post form as the template for my
custom form.

2)- After upgrading, the flag icon in the inbox list
would not function.
- I republished the form with no changes successfully
but the flag icon still did not function.
- Using the original Outlook 2000 form (not republished
with Outlook 2003) I attempted to delete the control and
replace it with the same control from Outlook 2003 and
received a "One or more controls are not properly
licensed." error when I attempted to publish the form.
- Using the republished Outlook 2003 form, I attempted
to delete the control and replace it with the same
control from Outlook 2003 and received a "One or more
controls are not properly licensed." error when I
attempted to publish the form.
- Using the Original Outlook 2000 form, I deleted the
control and attempted to publish it without any "Flag
Status" control and received a "One or more controls are
not properly licensed." error.
- Using the republished Outlook 2003 form, I deleted the
control and attempted to publish it without any "Flag
Status" control and received a "One or more controls are
not properly licensed." error.
- Using a new Post form as a template I attempted to
add just the "Flag Status" control as a test of that
control and was successfully able to publish the form.
