When attempting to upload my Web Site *for the first time (my Domain Host has
FPSE) And I am using Front Page, I get this error

MICROSOFT FRONTPAGE

550 W3SVC91: Access is denied

** any ideas on what this means would be appreciated GREATLY!

I suspect this is a problem your hust must correct, but you can also try:
