Error sign when installing tweak UI

After reinstalling windows XP I had to redownload tweak UI but I get the
following error message when I try to Install it.
"The procedure entry point GetDllDirectoryW could not be located in the
dynamic link library KERNEL32>dll"
If anyone can help I will be very appreciative of your help. Thanks.
