Error - Outlook 2003 pst file

I have Outlook 2003 SP2

I get this message for everything I do now. Trying to delete email, closing
reminders, etc. Basically...I can't to anything without getting this
message...

"Errors have been detected in the file C:\documents and setting\%user
name%\local settings\application data\microsoft\outlook\outlook1.pst. Quit
Outlook and all mail-enabled applications, and then use the Inbox repair tool
(Scanpst.exe) to diagnose and repair errors in the file. For more
information about the Inbox repair tool, see Help."

I have done the Scanpst several times with no luck.
I have even "uninstalled" office 2003...but when I installed it again...all
the original info came back up automatically. Why didn't the Uninstall
delete everything so I could start fresh?

Any help on this...I basically can't use Outlook at all.

Would upgrading to Outlook 2007 cure the problem?

"Scanpst with no luck", what does this mean?
ie It found unrepairable errors, or repaired, but the problem is repeated?

Uninstalling OL rarely cures a problem, and doesnt impact on data files or
the OL Profile.
Upgrading wont cure a problem

With OL closed, use the mail applet in the control panel to add a new data
file, set it as the default store and close the old data file

Thanks DL...adding a new data file seemed to work.
I then imported the saved inbox, calendar, etc back into Outlook and it is
working fine.

PS A word to the wise, never Import / Export OL data to another pst, with
both pst's open in OL copy data
