Error Message

When I log on before accessing any applications I get the
following error message:

IPMon32.exe-Application Error
the application failed to intialize properly (0xc0000142)
click ok to terminate
I click ok and I'm able to continue, can someone explain
what this means and if I can correct?
I am running WinXP-Home w/dsl connection

This file appears to be associated with the Verizon software. this file is
not necessary for your internet
connection and may be uninstalled without causing any problems.

The programs are supposed to allow Verizon to monitor the quality of your
internet connection, however they are
apparently not used by Verizon and the company that makes them (IPinsight)
also makes tools to track people for
marketing reasons.
