Error message while trying to transfer forms between databases

I create new forms and add them to existing databases. With our recent
upgrade to 2003, Access has added something that prevents me from pulling a
form or query or document from one database to place it in another. I get the
message: "The Database has been placed in a state that prevents it from being
opened or locked." The knowledge base has a solution for Access 2000 which is
to update to SR-1, but my IT guy says that wouldn't work because we're
current on service packs for 2003. I need help on this one. Another
questioner on this site got the response that they should split the database.
I can't exactly do that since we don't share a common server between the five
sites who use my database. I have to create the form, move it to a "carrier"
database and then move it into the user site database.
Any help would be awesome!

First check that you and all users have full permissions to the folder
holding the database file. Not just the database, but the entire folder.

With everyone off, see if there is a .ldb file with the same name as the
database. If so, and you are sure that EVERYONE is off the database, try to
delete the .ldb file.

It might also be a corrupt database. See Tony Toews' article on corrupt mdbs:

Thanks for your response. There are no permission issues. I am an
administrator with full control over the folders. The problem occurs on my
computer - essentially a stand-alone with internet connection so I can VPN/DR
to other sites. I checked carefully and cannot find open ldb files on either
of the databases. [I tried with other databases and get the same result. I
created a new database to drag items into and get the same result.] I tried
moving the databases to the top tier folder and opening them - same result. I
held the shift key down and opened them. All the same result.

I found an easy way around the problem. Use the Get External Data on the file
command. This bypasses the problem entirely. I just wish there was a way to
order the external data by modified date... but oh, well
