As per Microsoft Knowledge Base Article 329930. The fix as per this article
as not fixed my problem.

Error Message When You Try to View the Outlook Today Page

When you start Outlook after you configure the Outlook Today page as the
default start page or when you click Outlook Today to view the Outlook Today
page, you may receive an error message that is similar to the following:
An error has occurred in the script on this page.

Line: 298.
Char: 1.
Error: Class not registered.
Code: 0
URL: Outlook Today

Have you changed the security of the Internet Zone in such a way as to
affect scripting? I seem to recall that Outlook Today runs in the Internet
Zone. I disabled scripting in my Internet Zone and Outlook Today began
failing. So, I opened my Local Intranet Zone and added "about:internet" as
a site in that zone. Since scripting is enabled in my Local Intranet Zone,
Outlook Today worked again.
