I don't know where to go. . no other program is running that i know of

Not much information to work with, but if you have Microsoft Visio 2002,
this was the first hit in a Google search:

Solution:

Download, install, and activate the appropriate Hotfix.

If this is not relevant, I would suggest you include a whole more
information in your next post! What program were you running when this
error message appeared? What specific action was performed?

Task Manager, Applications tab, right-click the app and select Switch To
(or select it and use the Switch To button).

Neither do we since you gave absolutely no details or context of when
the error message occurs.
no other program is running that i know of

Oh yeah, like you have no background jobs running and you don't load
anything on startup. I've only seen that on custom Windows
installations but thereafter the user gets involved in changing the
software configuration.
