Error Message: Cannot start outlook after clicking a webpage link

When going to a website, if I try to click on a person's name to send that
person an email using Outlook 07, I get an error that says: "Cannot start
microsoft outlook"
HELP!

Yes, I can start it with no problem, but when I am on a website, I get the
error below> any suggestions??

Yes, and the diagnostics that office 07 ran went through 7 tests and it said
they all passed... but still it doesn't work>>>
