Error importing mail from OE to Outlook 2003

I've recently acquired Office 2003, and started to use Outlook 2003 instead
of OE. I copied all of my OE .vbx files into a backup directory, and have
come to import them into Outlook 2003, but each time I try I get an error
saying "The mail folder could not be opened. If another application is using
this file, please close it and try again." I've tried copying the files again
to another directory, I've made sure that the 'Everyone' group of users has
full control in permissions, and I've tried giving my main logon admin access
but to no avail. I can't think of any reason why this error message might be
appearing.

If anyone has encountered a similar problem or can help I'd be most
grateful. My Outlook version is 2003, with SP1.

In yr functioning OE, ie yr mail is visible, export from OE to OL.
Both apps need to be on same pc.

Firstly, why copy to another directory?
In OE just go to File-Export and that will automatically export all your
mail folders to Outlook.
