error: docwin initialize

I receive this message whenever I go to a new web page.
Pop up blocker and the above message/ Then another error
window occurs with Pop up blocker that states: runtime
error 339. Component 'Mscomctl.ocx' or one of it's
dependecies not correctly registered: a file is missing or
invalid. If click cancel the windows go away and I am on
the web page I need.
Any thoughts on how I can get rid of this?

Reinstall your Pop Up blocker or get the latest files for it.

Check your version of 'Mscomctl.ocx' against this database, it may have been
changed with the addition of some software.
