Error demoting a 2000 DC

W2K DC SP4 that generates the following error when
attempting to demote it:

The operation failed because:
Failed to configure the service NETLOGON as requested
"Not enough storage is available to process this command"

DURING NETDIAG TEST
LDAP test. . . . . . . . . . . . . : Passed
[WARNING] Failed to query SPN registration on DC xxx
[WARNING] Failed to query SPN registration on DC xxx
-----------------------------------------------------------
DURING DCDIAG TEST
Starting test: Advertising
Warning: xxx is not advertising as a Key Distribution
Center.
Check that the Directory has started.
.......................... xxx failed test Advertising
Starting test: Services
IsmServ Service is stopped on [xxx]
kdc Service is stopped on [xxx]
RPCLOCATOR Service is stopped on [xxx]
TrkSvr Service is stopped on [xxx]
.......................... xxx failed test Services

The DC's are replicating correctly. I have not changed
these services from their default setting. I'm not sure if
these services are stopped because the other DC has all
the FSMO roles, so I haven't tried starting them yet and
retrying. Let me know, if any, services should be started
prior to running dcpromo again. Any other idea why I can't
demote this DC? Thanks.

Those services should be running and set to automatic. Make sure that the
start value is correct, start them and try to demote the server. It it
fails then post the errors from the dcpromo.log file.

I know this is redundant, just thought I would include the
actual error line. FYI, server has 3GB of free space, much
more available on the fiber attached storage, so I don't
think free space is an issue. Our users database is only
about 75MB. Server is an IBM single 1GHz proc. w\ 768 RAM

I have seen this occur if their was a problem with the netlogon key in the
registry. You can try importing a netlogon reg key from another DC and then
try to demote it. You can also force a demotion by following the article
below. You must perform a metadata cleanup if you use that method.
