Error Code 8004210B

I can't send/receive e-mails for Outlook because of this message. It says to
contact our ISP. They told me to contact Microsoft. Outlook looks like it
is stuck on trying to send a message, however, I don't have any e-mails in my
outbox...Help!

You'll get better help on problems with Outlook if you ask in a newsgroup
meant for Outlook, such as:
