Error code 8004210B

For the last few days, everytime I push send/receive, Outlook shows that I am
trying to send a message even though I don't have any messages in my Outbox.
After it times out, I get this error code and the suggestion to contact my
ISP. I am not able to send or receive any e-mails. I contacted my ISP and
they said it was a microsoft issue. Any suggestions would be greatly
appreciated! Thanks!
