Error Code 0x800703e6

My dad has Windows XP Home Edition, which he was using yesterday when he
downloaded what he thought was an update from AOL. At that time the
computer continued to run as it should, however, it was turned off and
turned back on again later in the day and he has been unable to get
into it since on any of the user accounts. When logging on as any user
you get an 'Windows Product Activation' error message which states 'A
problem has prevented windows from accurately checking the licence for
this computer. Error code 0x800703e6' The only option is to click ok
which then logs you straight back off again.

Has he downloaded a virus by mistake and if so where can he get a fix
or is it just coincidence and what should he do to correct it?

P.S. It is also showing unread messages at log on even when it's not
connected to the internet - is that right ?
