Error applying transforms

When attempting to install Office 2000 to second user on an XP Pro machine the install brings up the "Error applying transforms. Verify the specified transform paths are valid." I've tried moving icons to the "All Users" programs folder and I've tried installing directly to the user from the CD and get the same error. Does it have anything to do with where or how Office 2000 was initially installed, or is there a fix?
