ERROR 797 When trying to dial

Hello,

I am using Windows 2000 with SP 3. I have been using this OS for 5
days without an issue. When I try to dial, I received error 797 the
modem or other connection device cannot be found. When I run a
diagnostic on the modem, it comes back with good Command/responses
with no errors. I have removed and reinstalled the driver with no
avail. I have no fax software running in the back ground. the only
thing I have installed was my ISP software which I have removed. This
is still happening. I have been through the mill with my ISP and a
tech friend of mine to no avail. Any suggestions? My modem is an HSP
Micromodem 56K.

SYMPTOMS
When you attempt to establish a dial-up connection on a Windows 2000 Professional-based computer, you may receive the following error message:
Opening port...

Error 797: The connection failed because the modem or other connecting device failed. Please make sure that the modem or other connecting device is installed.
CAUSE
This behavior can occur if the incorrect driver is installed for the modem.
RESOLUTION
To resolve this issue, remove the modem, and then restart the computer. When the computer restarts, Windows detects the modem and attempts to install the correct driver for it. To do this, follow these steps:
1.. Log on to the computer as administrator or as a member of the Administrators group.
2.. Click Start and then click Control Panel.
3.. Double-click Phone and Modem Options.
4.. Click the Modems tab.
5.. In the The following modems are installed list, click the modem that you want to remove, and then click Remove.
6.. Click Yes in response to the "Are you sure you want to remove the selected modem(s) from your system?" message.
7.. Restart the computer.
8.. The Found New Hardware Wizard starts. Follow the instructions in the wizard to reinstall the modem.For additional information about how to install a modem on a Windows 2000-based system, click the article number below to view the article in the Microsoft Knowledge Base:

797 A connection to the remote computer could not be
established because the modem was not found or was busy

tells me the error is. Make sure there are no device
conflicts in the Device Manager. Sometimes if there is a
non-modem problem you can have a problem with the modem,
so check that out...

I have tried this and the issue is not resolved. When doing a
diagnostic of the modem, the command responses still seem fine. It
recognizes the modem ok. Any other ideas?
