Error 5: Access denied

I cannot connect to Internet with dial-up networking connection and i cannot
create a new remote access because the all items on the "Network Connection"
page of the New Connection Wizard are unavailable (dimmed). The Remote
Access Connection Manage service is stopped and i try to start it and i
receive the following error message:

Could not start the Remote Access Connection Manager service on local
computer.
Error 5: Access is denied

(Excuse me, I'm spanish and i don't know to write in english)

Hi did you get any help on this problem as i have same and can not find any
way to solve it
