Error 1606

I upgraded from 98SE to XP without first uninstalling Norton Anti Virus 2004. Now when I try to install Norton I get the following Error 1606 message "could not access network location\documents and settings\all users desktop. Any suggestions as I've exhausted all the suggested fixes from MS and Norton?

A simple solution to the problem:-

Windows XP Microsoft Windows Installer Cleanup Utility
http://support.microsoft.com/default.aspx?scid=kb;en-
us;240116

On the page there are two downloads one is msiexec.exe
forWin98 the other msicuu.exe for Win 2000 and NT, this
one also works for WIN XP.
After installing follow the instructions and to reinstall
your new program just remove all reference to the old one
or the one you want to upgrade from
