Error 1406

I am running windows XP Home. I am trying to install
Norton Internet Security 2004. I keep getting Error
1406. I have followed Symantecs instructions on giving
full Permissions in the registry. I have also manually
uninstalled NIS and tried to reinstall with the same
result. I am installing on a user with administrative
permssion. I could use any help anyone has to offer.
